i hate to reopen this, but we could probably get some more power out of
rsync by putting the debian information at the end of the file, and the
archive at the beginning. this way hello-1.0-1.deb could be upgraded to
hello-1.0-2.deb very quickly if the packing information alone has changed.
tho, this probably isn't a very common occurance.
