BTW, there are same problem in packages that have dependency to
gconv-modules, aren't there?  gconv-modules are merged into
locales 2.1.2-12.  

Isn't it RC bugs because locales 2.1.2-12 provides gconv-modules?
(I think we need not keep gconv-modules 2.1.2-11 in potato because
 locales provides gconv-modules, but gconv-modules 2.1.2-11.deb
 seems to be still in potato...)

Anyway, the following packages have relation to gconv-modules:
