Bug#56063: general: semi breaks sending mail with XEmacs.

I get an error when sending e.mail.  When starting mail-mode, I get:

  Cannot open load file: mime-edit

on the status line, and then when I try to send the e.mail I get:

  Symbol's function definiton is void: mime-edit-maybe-translate

I found a strings match for mime-edit-maybe-translate in 
/usr/share/xemacs21/site-lisp/semi/mail-mime-setup.elc and am able to send
mail if I move mail-mime-setup.elc out of the way and restart xemacs.  I
also moved my ~/lisp directory out of the way and made sure I had no 
hand-installed packages in /usr/share/xemacs*/site-lisp*
