I don't think it's a bug of xfonts-intl-chinese.  I can't remember the
fonts from the package were any time sitting in
/usr/X11R6/lib/X11/fonts/chinese, nor the changelog mentions any such
move, nor I have the directory on my disk (though I can't say I'm
_totally_ sure my package didn't cause the problem).

So I suspect it can be related to some other Chinese font package, there
are more Chinese font packages in Debian.  I hope the guilty maintainer
confesses :-), so that the bug could be moved to an appropriate package.
