Why not add something like this to the default ~/.bashrc (or
~/.bash_profile, or both):

# Uncomment this line if you find yourself regularly running
# "administrative" tasks (ifconfig, traceroute, etc.); otherwise, don't
# worry about it

# PATH=$PATH:/sbin:/usr/sbin

In other words, take the same attitude as the kernel config:  this is
here if you need it, don't sweat it otherwise.  Most of the people who
need this already edit these files.
