No.  Julian is saying that the "needs" of a user are highly subjective.
The activities done by people in this group tends to be highly skewed
towards administrative tasks, which is understandable.  If you look at
the big picture, however, and consider the rest of the world (i.e.,
users other than administrative types such as ourselves), you'll find
that nobody really cares about traceroute.
