in /etc/gdm/gdm.conf:

[greeter]
...snip...
SystemMenu=0
...snip...

Changing this to a 1 enables a menu with reboot and shutdown options
from the login screen.

I personally don't think that this should be on by default, but it
certainly can be changed for individual circumstances.
