ITP: Request Tracker

After I sent this to debian-devel-announce quite wrongly (seems to be too
long since I last studied devs reference) I´ll repost the message here for
wnpp to pick it up:

I intend to package Request Tracker, a GPL´d Trouble Ticket System up
for the Debian Project. For information see:
