I think qmail-src should be patched to allocate userids if they haven't been on its installation. But I don't think we should break compatibility with the current packages to do it. If we can do it without breaking installed packages or installed systems, I'm all for it. Not because qmail is non-free, not because RMS says so, but rather because that 1-100 range is very small and has an important purpose.
