This is an extremely fuzzy definiton.  Only writing stuff that the user
needs implies that you know what the user needs.

The entire package dependency system makes controlled updates difficult.
You need tools to help decide what to put any update CD.  It's a
difficult job.  Stable updates would be doable, but unstable is a mess.

I'm not sure that you understand what you are getting into.  If you
spend some time trying to create CD images yourself and look into what
is required to put together some small upgrade packages, then you might
get a better idea of what is involved.
