The bulk of the work was done earlier. But I haven't uploaded an netstd
with the things removed until now because some of them have been stuck in
Incoming like rstatd.

OK, I upgraded most of the suggests to depends because now netstd is truly
empty. But obviously since other packages like devscripts still depend on
it this will have to be reversed.
