Isn't this what Rainer's addressing?  If something would affect
package dependencies, it just has to go into the new unstable, as do
any new packages depending on it.  OTOH, Wine and Mozilla are
progressing very quickly, but don't affect *any* other packages.

There's no way that libc6 or xlib6g should be changed, whatever kind
of freeze it is.
