These are the defaults - there are configuration file options for them,
described in the manual /usr/doc/mutt/manual.txt.gz.  Saying

  set pgp_v2=/usr/bin/pgp
  set pgp_gpg=/usr/bin/gpg

in your .muttrc will give the default behaviour.
