Packages with more then 40 open bugs

hi debian folks,

i read the "Debian bug reports by maintainer"
(http://www.debian.org/Bugs/db/ix/maintainers.html) to
get a overview of (my) open bugs and found that maintainers of some
packages have more then 40
open bugs. The most of them are done allready (checking the changelog
file of the package) but it
seems that no one of them send a XXXXX-done@bugs.debian.org message to
the debian bug tracking
system to mark bugs as done. is there a way to solve this problem using
the changelog file?! i thought
that that bugtracking system use the special format for scanning closed
bugs. is that true or will perhaps
non-maintainers mark the bugs as done before the next stable release?!
