ITP: techexplorer wrapper

techexplorer is a Netscape plugin for displaying MathML and TeX.  IBM
make it available for download, but with multiple restrictions => very
non-free.  But it would be useful to have a loading wrapper like the
netscape4 package.  I'm in communication with Mimi Jett of IBM on this
matter, although I really don't think I stand any chance of making it
DFSG-free.
