It might help to have new-maintaners be a psudo-package on the BTS.  That
way, people can see the status of their application, applications are public
(so that people can see how many people there are "waiting in line",
histories are automaticly saved, and Developers can "vouch for" prospects.
The new-maintaners team would still have final say, naturaly; they'd just
work "in the open".
