If the binary is in /usr/bin, put the manpage in /usr/share/man
If the binary is in /usr/X11R6, put the manpage in /usr/X11R6/man

/usr/X11R6 does not at all change under FHS for compatibility and
historical reasons.  Hopefully XFree 4 will not use /usr/X11R6 at all, but
I won't hold my breath.
