I'm in the same situation.  I am ready to upload my first package but
I couldn't.  There was no response from the new-maintainer address.

When I accepted as a new maintainer, I received an email from
new-maintainer@debian.org.  It said, `frequently check the keyring'.
But that was about three weeks ago, and I'm still checking the
keyring.  (Finally, I wrote a checking script and added it to my
crontab.)
