Because it can.  Does it say in policy that initial releases have to be -1?
If so, I don't think it should.  I want to keep all my various netscape
releases in sync with the debian versions, so that people can follow the bug
fixes easier.

ps: I will be redoing netscape at some point, so that people don't have to
manually install new versions of netscape like they do currently.
