To follow up on my post:

At least some of the problem is mirror latency; the U.S. site (which
is where the bugs.debian.org URL resolves) is (now) 7 hours behind
chiark, which is where this stuff actually runs.  chiark's timestamp
page is 6 hours ago.  That means bugs.debian.org is 13 hours
out-of-date.  I suspect the problem gets worse later in the day.

(www.nl.debian.org is over 24 hours off!)

The six hour latency at chiark is bad enough; the mirroring
performance, in these days of rsync, is abysmal.  We need to do
better, or at least point bugs.debian.org at chiark...
