(Sorry, Santiago, I was wrong!  The Packages file description doesn't
describe gettext as being in base.)

What would you need in this gettext-base package?  Would just the
/usr/bin/gettext program suffice, or would other binaries also be
needed?  This will help to give me an idea of how to break the package
in a useful way.
