There are values that are specific for one host, which would be
essential. But some values are specific for one architecture, like the 
apt config file. Its different for alpha and for i386, but you have
one config for all alphas and one for all i386 in a pool. That file is 
neither essential nor not essential. Its arch specific. And thats
something to decide by the maintainer, but one must be able to change
it easily if ones setup differs.
