No, this is not true. You still need to be root to be able to open the
socket to talk r/w to utmpd. How else would utmpd know if it could trust
the information it is getting. Yes I know about SO_GETPEERCREDS but
that's a Linux 2.2 thing only and then would you still like any application
to be able to add random records to the utmp and wtmp file ?
