I'm not interested in using -devel as a forum for communication between
users and developers. That's clearly not its place.
But what about communication between debian and redhat? Or between debian
and the author of a program or specification (such as the FHS)? Or between
debian and a company that wants to partner with us? These are valid uses for
-devel, and they require that it has an open posting policy.
