Potato won't be released with the modules broken.  The dependencies that 
I mentioned will also enable this breakage not to happen again.

So, is there some way for me to get something like the above added to
the debian policy manual once we've shown that it works?  I don't have
the time to read debian-policy though.

Well, threading is still an experimental feature and will be released
with the version-specific Perl of 5.005.56 next week.  Threading isn't
available in the Perl 5.005.x {x: x <= 50}.
