My first thought on this was similar actually dists/ potato/ binary-* whatever... non-debian/ contrib/ potato/ whatever... non-free potato/ whatever... Certainly not the only way possible to do this, but it's better than what we have now. Moving them outside of the tree as RMS suggests is not practical IMO.
