My first thought on this was similar actually

non-debian/
contrib/

whatever...
non-free
potato/
whatever...
Certainly not the only way possible to do this, but it's better than what
we have now. Moving them outside of the tree as RMS suggests is not
practical IMO. Neither is having "two versions" of Debian out there, one
which is purely main and one which is not...
