I think it's a good idea. Certainly it makes things easier from a system maintenance point of view, but as a user it has advantages because I don't need to learn 15 different syntaxes for the various programs I like to use.
The only problem is which language to choose as the basis? Certainly Perl is ubiquitous, but I wonder if Guile might not be a better choice...
