Intent and number request

Hi,

I'm intending to package up Listar.  Listar is a mailing list server that
has user accounts and functionality similar to Listserv (ie, more than
Majordomo!).  It is Artistic license.

I'll need a uid/gid allocated for it.  To whom to I write for this?
