Australia is not doing anything of the sort. A government office
is doing it - probably because their local administrator is doing it.
It's certainly not happening across the country. It's a local decision,
chances are only affecting a particular office. It might be that the
ABS is concerned about imformation leaking (they make money out of
selling census information -- they actually claim copyright on
census data). There are privacy issues at stake as well -- they
might be worried that people are sending personal information out
of their records to do data matching. Or perhaps they are just
paranoid raving looneys.
