No, it's rather different: what we ask all the time is to use a non
proprietary license: dpkg is already non proprietary.
In general, in my personal opinion, the GPL license is more adequate than the
BSD one to the Debian objective: the victory of the non proprietary software.
BSD is better if you want a world where proprietary and non proprietary
world cooperate.
As I understand, Debian want a world where proprietary software is only a
sad memory.
