But I see a huge problem with that. For instance I write this email on my
notebook sitting in a train. If I now find a bug I would send out the report
to be send by sendmail as soon as I connect again. But I cannot check the
bug tracking system right now. I think a lot of us have their system at home
and so share this problem.

Granted I could try to remember the bug, look up the log the next time I'm
online and then send it. But frankly this is too much hassle for me. I would
either simply forget it (especially if I find a work around) or just remove
the package (if I don't desperately need it) instead.
