As it is a first-install thing, it may go into the boot-floppies package.
We have to release yet another version of that package before the freeze 
to fix an important bug, so if there's a tool ready in a few days (if it's
possible, in a week max.), I will include it in that version.

Bruce implemented a proof-of-concept script a few months ago, using dpkg
--get-selections & --set-selections. I guess the tar file still is in his
home dir in master.

That's why I said it should be ready in a few days. "release day" is only
two weeks away!
