Ah, that's quite a good reason.
The mechanism involved in scanning for users' crontabs could be
used to implement what Christian has proposed: using something like
/usr/lib/cronjobs which would contain package-specific crontabs.
In that scheme, is the user id under which the jobs are to be run
configurable in any way? I'd says that not all such jobs would need to
be run as root, and minimizing the number of root jobs helps to prevent
security trouble.
