Yes, it is a drawback, and no, it cannot be reconstructed.

Packages containing directories, or worse, files called CVS will be horribly
munged.

Owner information is lost.  Permission information may be lost.

This is not a CVS problem; it's just a problem because you're trying to use
it for something for which it is not intended.
