No, this would be acceptable for an a.out -> ELF upgrade,
or for a libc5 -> libc6 upgrade, but it is not acceptable for a
libc6 -> libc6 upgrade.
Now that we discovered the reason for the >= 2.0.7u fiasco, there is no
reason why an essential package which depends on libc6 and no other shared
library should be impossible to install on a hamm system.
