Not to the exclusion of other forms of communication such as direct email
and the lists, no.  But if someone asks for clarification on irc, I will
provide it.  I don't want to have major parts of the discussion there
without advance notice, logging, posting the logs where they can be read,
etc.

I get a daily message from both of these sites and I am an irc person.  I
have the time usually (the past 2 days being an exception)  However I
don't think using any or all of these resources chould be a requirement.
