This is not a patch, but it may be an easy solution.

Please confirm that the .texinfo file includes a line starting with
"@detailmenu".  If so, open it with emacs, and use these commands:

C-c C-u C-e runs the command texinfo-every-node-update
C-c C-u C-a runs the command texinfo-all-menus-update

Then save it with C-x C-c as usual.

I would certainly not want to maintain a .texinfo file without this
kind of automated help.
