There are some programs that use a library called gettext.  With this you
can get some things talking different languages.  A lot of the GNU programs
use it, as do the Gnome programs.
To change the language, put something like
export LANG=sv
export LANGUAGE=sv

I don't think things like menus are internationalised at the moment.
