Not sure what you mean by that?
Many do quite often attempt to ask Authors to change their
lciences...many wont do it.
I do believe I have read that there is a policy that we will not
accept any license which is "just for Debian". I can't recall
where though (its not in the policy document that I have but I know
I read something like it somewhere).
