Well, I use server-side filtering, simply to separate into mailboxes.  But
I'm at a 'Big University'.  Most people, who received their home email from
ISPs, cannot use server-side filtering either.

So I am inclined to agree that a fast web-based system would be a good
service for our users and developers.  Personally, I find the current web
system very useful - but the several hundred K index files don't bother me. 
I certainly wouldn't object to smaller ones, though.
