Problems with Provides and Conflicts in some packages?

I have noticed that there are some packages in hamm, tcl8.0-dev for
example, which have a Provides: line providing a virtual package, in
this case tcl-dev, but then it also has a Conflicts: line saying that
it conflicts with tcl-dev!

I wonder whether this is intentional or whether I have just
misunderstood the packaging system.  If it's a bug, I'll submit it to
the bug list.
