Yes.

I know.  I had already modified the build tree of 3.3.2.3a-2 build xlib6g
(et al.) without X_LOCALE support, but that release will also feature the
Great Restructuring of X and I'm still working on the latter.

I kind of assumed people doing X development would not be sitting on the
bleeding edge, so I confined my urgency to the stable release.
