Why is it that kernel changes (which are fair enough) prompt the
creation from scratch of new administration programs?

Why did the changes in Linux 2.1 require ipchains to be written,
instead of ipfwadm just updated? Why this new program instead of
updating ipportfw?

Gratuitous package name changes are problematic.
