Blitz licence fragment:

Artistic licence fragment:

These are different in one important respect.  The first restricts the fee 
charged for the software collection as a whole, while the second only 
restricts the fee charged for the licensed package.

The fact that the Artistic license mentions the possibility of commercial 
software being part of the aggregate, should make it clear that there is no 
restriction on the collection as a whole.
