Intent to package libffm (Alpha-only)

Hi...

Libffm is a library of optimised math routines that supercede those of
libm.  A little background, libm is NOTORIOUSLY slow on DEC Alphas, so
libffm was written to allow for highly-optimised routines to replace those
of libm's when libffm is linked against before libm.  Benchmarks from the
authors have shown these routines to be on the order of 20% faster on
Alpha 21164 processors (21064 optimised routines are being worked on now).

I doubt this package will last more than a year since the end goal of the
authors is to replace libm's Alpha targeted routines with those of
libffm's, but for now, it allows users with specific mathematically
applications for their Alphas to have better performance.

Oh, the library is LGPL :)
