The documentation must exist at least in English. Lack of English
documentation is considered by the policy as 'Lack of documentation'.
However, if the documentation is also available in another language it
must also be packaged. (In /usr/doc/$pkgname if it's small enough, in a
separate $pkgname-doc-fr, $pkgname-doc-de, etc... package overwise)
Also, if documentation exists only in an non-English language, it must be
included (it can't hurt), but the package is still considered as
undocumented by the policy.
