I'll mull this over for a bit, but unless emacsen-common needs make,
then I think each package should just have the required dependencies.
If, for example, emacs19's install doesn't need make, and the user
doesn't install any add-on packages, then they shouldn't be forced to
install make. Now if I used make in emacsen-common, then that would
be different.
I do think that I need to add some verbage to debian-emacs-policy to
make it clear that you must declare install/remove script dependencies
in the package Depends..
