Yet Another Emacsen Problem. AFAIK, this problem is specific to most emacsen
packages - my own feeling is that its best to put the dependency in
emacsen-common.
Packages I KNOW use make are elib, cvs-pcl, emacs20 (see above), bbdb (already
declares the dependency), calc (I based elib and cvs-pcl emacs handling on
this pkg).
