No.  I think I understood what you said, but it doesn't make sense.

(1) The files already exist in debian. You're not saving any space by
not using them.

(2) The administrators of such a site are perfectly capable of deleting
the files and/or editting /etc/profile. Frankly, I don't see why you're
trying to tune debian for this case.

(3) I don't think it's a good idea to change the prompt on people who
have been using the system for a while.  Why make gratuitous changes?

(4) The old users will not be stuck with the old system, and are free
to specify whatever prompt they want.  Since there is no "one true
prompt", I expect that more would be gained by giving people a set
of samples to choose from.
