You might as well try blacklisting the wind.

The thing is: internet connectivity is getting cheaper and cheaper.
And, as the barriers to entry drop, the noise floor rises.

On the whole, this is a good thing (the alternative would require rather
facist for the internet as a whole), but it can be annoying at times.

Certainly, some level of filtering is appropriate.  But both too much and
too little are less than ideal.  This partial moderation idea (where
someone volunteers to weed through mail from noisey areas) strikes me
as a rather nice compromise.
